OL-1222 — Proxy rejected the credential

What happened

The proxy answered 407 Proxy Authentication Required and either the credentials the client offered were rejected, or it had none to offer. Distinct from OL-1201/ERR_CLOUD_AUTH_FAILED — that is the *platform* rejecting our API key; this is the proxy's own gate, tripped before the request ever reaches the platform. A credential that was valid yesterday and a corporate proxy that rotated its password look identical on the wire, so the operator needs to reconfirm the proxy credential specifically, not the platform API key.

Set the current proxy credential with openlatch system proxy set, then run openlatch system proxy test.
