An agent's settings file holds a proxy OpenLatch did not write in the key it would use, or cannot be parsed as JSONC. It is left untouched and that surface is not captured. Remedy: move that proxy into OpenLatch's [proxy] config, which the relay's egress already chains through.

Move that proxy into the client's configuration with openlatch system proxy set, then run openlatch init.
