OL-RELAY-FOREIGN — Another process holds the relay port

What happened

The pinned model relay port is held by a process that is NOT the OpenLatch model relay (wrong/missing status signature). Reported by openlatch doctor: an agent wired at a foreign loopback listener is sending its provider credential to that process.

What to do

Stop the process that holds the port, then run openlatch restart.
