OL-1512 — Daemon is degraded

What happened

/health reports at least one RestartPolicy::Always subsystem that is not running. The daemon answers requests but is not doing everything it advertises — status becomes degraded rather than ok.

What to do

Run openlatch doctor to see which part is down, then openlatch restart.
