OL-1506 — Daemon did not answer the update

What happened

CLI expected to talk to a running daemon's /admin/update endpoint but could not reach it. Distinct from OL-1500 (the *user's* daemon failed to bind a port at startup). Also what openlatch update reports when the daemon it is following stops reporting progress: the same stage and byte count for two minutes. The update may still finish; run openlatch status to see which version is serving.
