OL-1502 — Daemon did not become healthy

What happened

Daemon process started but health check failed within timeout. Also what openlatch update reports when the daemon it restarted onto a new version did not come back, failed its post-restart health check, or was rolled back to the old one.

What to do

Run openlatch doctor to see why the daemon is unhealthy, then openlatch start.
