OL-1427 — Agent desktop service could not start

What happened

This code comes from the client's integration with OpenCode, an agent that is not yet supported. The daemon found the command-line tool bundled with the agent's desktop app but could not start or register the agent's background service, or the service restarted too many times. The agent keeps working.
