What happened

On Windows, the command-line tool of a wired agent, such as the Cursor or Cline CLI, resolves through the machine PATH to an executable other than the OpenLatch launcher. A machine-wide install shadows the launcher, so that tool's model calls go directly to the provider. The doctor only reads paths and file metadata: it never runs the executable and never changes the machine PATH.

What to do

Remove the executable that openlatch doctor names, or ask an administrator to move the machine PATH entry after the user Path entry. Then run openlatch doctor again.
