OL-1422 — Agent plugin did not load

What happened

This code comes from the client's integration with OpenCode, an agent that is not yet supported. The agent sent model calls through the relay, but its plugin never reported loading, so the plugin may have been skipped.

What to do

Restart the agent and check that it is not started with --pure, which skips every plugin.
