OL-1416 — Some agents left without a daemon

What happened

openlatch uninstall --agent unwired only some of the agents on this host and, as documented, still stopped the daemon and persisted supervision mode = disabled machine-wide (#325: a running daemon reads the removal as tampering and reinstalls it). Every agent it left out is still wired to a daemon that is no longer running, so each of its hook calls fails open to fallback.jsonl and nothing is enforced.

What to do

Run openlatch start, and openlatch system supervision enable if the daemon was supervised.
