OL-1415 — Cursor hook cannot reach the daemon

What happened

Cursor ran the OpenLatch hook, but the hook could not reach the daemon. Cursor's events reach the client only later, from the fallback log, and every Cursor action proceeds without a decision until this is fixed.

What to do

Run openlatch start to make sure the daemon runs, then openlatch doctor. Cursor's own hook errors are in its Hooks output channel.
