OL-1412 — OpenLatch plugin not loaded in Cline

What happened

A Cline host (Cline.app's hub, the VS Code extension) cannot or does not load the OpenLatch plugin, so a verdict cannot be delivered there and the host is monitor-only through the file hooks. One condition; the reason is the detail: host-too-old, delivery-off, probe-failed, pending-restart, runtime-missing, windows-launcher-unproven, not-managed, customer-override, not-detected-on-platform, windows-launcher-missing. Off is never a pass (cli-output-contract).

What to do

Run openlatch doctor for the reason. If plugin delivery is off, set plugin_delivery = true in the [cline] section of ~/.openlatch/config.toml and run openlatch restart.
