OL-1411 — Cline.app model calls not captured

What happened

Cline.app's model traffic is not going through the relay: its hub runs without this install's capture (started before it, or from an older Cline.app), the hub port is held by something else, the hub is managed on a platform where that is unproven (D-47), the platform has no established install path so the app cannot be detected (A-8), or 06 §0 proved the app cannot be captured (§F). One condition, "Cline.app is not captured"; the reason is the detail line.

What to do

Close every Cline conversation and quit Cline.app, then open it again so its hub restarts through the relay.
