OL-1406 — Agent TOML config cannot be parsed

What happened

An agent config file that is TOML — Codex CLI's config.toml — is present and is not valid TOML, so the model-relay provider table can be neither written nor reversed without destroying what is already in it.

What to do

Fix the syntax error in the agent's config.toml, then run openlatch init again.
