OL-1302 — Configuration changed but not applied

What happened

The file on disk has changed since the running daemon read it, so the process is still serving the previous values. Nothing is wrong with the file — openlatch system proxy set and its siblings write it correctly and say so — and nothing is wrong with the daemon. The two are simply out of step, and only a restart closes the gap.

What to do

Run openlatch restart to apply the new configuration.
