OL-1241 — Evaluation bundle was rejected

What happened

Stage 1 of the bundle parse failed, so **nothing loaded**: the envelope did not deserialise, or its client_floor is above what this engine implements. Written as a bundle_error frame, which is a different outcome from a bundle_ack carrying a non-empty skipped — that one means the bundle IS loaded and one artifact is not.

What to do

Update the client with openlatch update, then run the evaluation again.
