OL-1225 — Proxy auto-config is unavailable

What happened

A PAC (Proxy Auto-Config) or WPAD source is configured, but the OS could not evaluate it: the PAC URL did not resolve or serve a script, or the platform's PAC engine is unavailable on this OS. Egress falls back to whatever static proxy or direct behaviour the config declares beneath the PAC entry, so this code is informational unless that fallback also fails.

Run openlatch system proxy discover to find a working route, or set one by hand with openlatch system proxy set.
