OL-1205 — Outbox only partly sent

What happened

Outbox drain completed with some entries still pending (cloud transient failure mid-replay, or I/O error reading the spool). The remaining entries survive on disk and are retried on the next drain signal.

What to do

Nothing to do if the next attempt succeeds. If entries keep waiting, run openlatch doctor.
