Fixes for enrolment and for reading PowerShell commands.

• The daemon's idle health check now sends the API key.
• openlatch init now saves an exported OPENLATCH_API_URL to the client configuration.
• A file path is classified where it resolves, not as it is spelled.
• PowerShell commands are split into words by PowerShell's own rules.
